Placement rules
- The static panel may only be considered after root component zones are separately reviewable.
- The candidate slot must render an empty held state before any panel is placed there.
- The panel must remain static_review_panel_only, non_interactive, non_mutating, and advisory_only.
- The panel must not open prompts, execute rungs, infer consent, prove identity, assign economic value, or replace human review.
- The panel must show source packet path, blocked conversions, human review question, next safe route, and authority ceiling.
