The two paths never silently substitute for one another. Browser-local application affects only this device. Authenticated submission creates durable owner-scoped Automation and Talkback records but stops at proposal_compilation_pending.

The server supplies the closed template. The interface cannot widen its effects, tools, data classes, jurisdiction, or authority ceiling.
Submit one bounded instruction
Submission creates an Automation Order and Run, advances only through the admitted prefix, and produces four Talkback checkpoints.
The adapter will prefill a verified binding when the private-world read exposes one. It will not invent a missing snapshot hash.
